The high levels of youth unemployment observed both in Europe and in Spain in recent years show the seriousness of the socioeconomic situation facing the group of young European people and the importance for both Public Administrations and for the society as a whole take the appropriate measures to successfully face this challenge.

    The European Council, in its Conclusions on the multiannual financial framework of 8 February 2013, decided to create the Youth Employment Initiative for the period 2014-2020, with the aim of supporting the measures proposed by the European Commission on 5 December 2012. This initiative was created with the aim of financing youth employment measures in those European regions with youth unemployment rates above 25%.

    The Spanish State, following the European recommendations, established the National Youth Guarantee Plan, which includes a common catalog of actions being developed by the agents involved in the Youth Employment Operational Program (POEJ).

    Within the framework of the Youth Employment Initiative and the Youth Employment Operational Program (POEJ), "la Caixa" Banking Foundation has been designated the Intermediate Organization of the POEJ for the period 2014-2020. Within the framework of the Thematic Objective 8: Promoting sustainability and quality in employment and promoting labor mobility, "la Caixa” Banking Foundation launched the “la Caixa" Empleo Joven Program to encourage the generation of young, stable and of quality employment, and contribute to the reduction of youth unemployment in Spain.

    This Program aims wants to be a direct aid to companies and entities to achieve this objective in turn boosting business activity and, ultimately, economic growth.

    With a total funding to carry out actions of the Youth Employment Initiative of 9,008,445 euros, of which € 8,278,035 comes from the European Social Fund and € 730,410 from the "la Caixa" Banking Foundation, a line of aid for the recruitment of young people (over 16 and under 30) enrolled in the National System of Youth Guarantee (SNGJ), whose purpose is to benefit the largest possible number of unemployed young people.



    From November 19, 2018 to March 15, 2022.


    14,926,879 € for fixed amounts of aid according to the duration of the labor contract up to a maximum of 9,600 €.

    Period of subsidy of the expense: from November 19, 2018 to September 30, 2023, both inclusive.


    Through "la Caixa" Empleo Joven website, you can access the private area to start and manage applications.


    Aid to businesses, including self-employed entrepreneurs, associations, foundations and other non-profit organizations, for the recruitment of young people, enrolled in the SNGJ. Specifically:

    • SIX (6) months aid for hiring a fixed term (temporary), with a minimum period of stay of SIX (6) months.
      Maximum aid: €4200 (6m).

    • Aid of a maximum of twelve (12) months for indefinite contracts, with a minimum period of stay of SIX (6) months and extendable to two successive periods of THREE (3) months each until the maximum total duration of TWELVE (12) months.
      Maximum aid: €9,600 (12m).


    Cualquier persona que tenga conocimiento de hechos que pudieran ser constitutivos de fraude o irregularidad, en relación con proyectos u operaciones financiados total o parcialmente con cargo a fondos procedentes de la Unión Europea, podrá poner dichos hechos en conocimiento del Servicio Nacional de Coordinación Antifraude (SNCA) de la Intervención General de la Administración del Estado, por medios electrónicos a través del canal habilitado al efecto por dicho Servicio en la página web del Ministerio de Hacienda y Función Pública en los términos establecidos en la comunicación 1/2017, de 3 de abril, del citado Servicio (PDF, 4,91 MB).

    Asimismo, y siempre que excepcionalmente no sea posible la utilización de los citados medios electrónicos, los hechos podrán ponerse en conocimiento del Servicio Nacional de Coordinación Antifraude en soporte papel mediante el envío de la documentación en sobre cerrado a la siguiente dirección postal:
